PERSIDANGAN PEGAWAI-PEGAWAI DAERAH NEGERI SABAH

1. Tahun ketiga menjadi Pegawai Daerah, persidangan kali ini merupakan kali kedua saya hadiri. Tahun lepas (2007) saya tidak dapat menghadiri persidangan ini kerana menunaikan ibadah haji di Tanah Suci pada tarikh persidangan ini diadakan.

2. Berpeluang menghadiri persidangan ini bermula ketika dilantik menjadi Penolong Pegawai Daerah, Daerah Kecil Kemabong pada tahun 2001. Setiap kali persidangan diadakan, nasihat dan motivasi dari SUT KPLB, YB SKN dan Menteri KPLB adalah perkara wajib.

DOs MUST ENSURE SMOOTH IMPLEMENTATION OF DEVT PROGRAMMES, SAYS MUSA

KOTA KINABALU: District officers have been reminded that they have a heavy responsibility to ensure the smooth implementation of development programmes.
Chief Minister Datuk Seri Musa Haji Aman said they must work in line with the government’s aspiration to fulfil the needs of the people, especially the target groups.
“The government realises that implementation stage is critical in providing facilities for the rural communities is during the implementation
“No matter how much funds are allocated, a programme or project will not benefit the people fully if the implementation is not efficient and not according to schedule,” he stressed when opening the State District Officers Conference here yesterday.
The text of his speech was read by Deputy Chief Minister Datuk Joseph Pairin Kitingan.
Musa who is also Finance Minister added that to ensure the smooth implementation of projects, every district officer must constantly improve their administration and delivery system at all levels.
He also said in view of current developments and high standard of education, the people today were able to assess the performance of the civil service.
The progress in information technology as well as the role of NGOs and alternative media, have removed the barriers which in the past could conceal the weaknesses or inefficiency in the public delivery system.
“In other words, the society today, especially our customers are constantly evaluating every aspect of the service given – from the quality of the road or bridge that is built to the period of licence approvals,” he said.
The Chief Minister also said district officers must be able to give satisfactory explanation on issues that were raised by the people.
Meanwhile, Musa said district officers whose areas are developing rapidly as industrial hubs of international standard must be pro-active.
On the poverty eradication programmes, he said district officers must be fully committed to ensure the target of zero poverty by 2010 could be achieved.
Musa also said he was told that the Rural Development Ministry was still awaiting proposal on implementation of the “Mini Estet Sejahtera” progeamme in several districts.
Also present yesterday was state Secretary Datuk Datuk Sukarti Wakiman.
